Some nurbs modelers use a concept called cages, which allows modifying a nurbs model with what look like a simplified mesh version of the object. This may or may not use subd surfaces, and superficially it might appear to do the same thing. I believe true subd based controls makes localized adjustments to the model possible (ie adding smaller details). Although I have not used Rhino, I have heard in discussion that it does allow use of cages; however, they are not subd.
You're right, some valid examples are T-Splines plugin for Rhinoceros and Solidworks.
Fusion360 also has T-Splines tools, then there is Catia V5 IMA, but this is too expensive!
