Why does the imported model not match the scale of original

1. When I import a part into my model it does not match the scale of the original part so therefore it's way out of scale to the model I'm working with, there should be no shift in size. Why is this happening? I've tried all of the import options, they're all giving me crappy results.

2. Why is there such a limited amount of options for importing parts or models?

The only option you need to make sure is turned off is scaling your model in the import dialog.

This option should be used only if you want to import one model and you want it to be scaled and centered in the scene.

if this option is turned off, the model should come to scale.

Few thing depends on the file format you are importing, some file formats do not have units.
What file format are you importing?
Can you send an example?
